WatchGuard Firebox IKEv2 Vulnerability CVE-2025-14733

Historical catalog analysis: CISA added this entry on December 19, 2025. The entry reflects catalog information retrieved on August 31, 2026, not a snapshot archived on the inclusion date. Check current vendor guidance before acting.

What the vulnerability is

CVE-2025-14733 is an out-of-bounds write vulnerability (CWE-787) located within the iked process of the WatchGuard Fireware OS. This flaw could allow a remote, unauthenticated attacker to execute arbitrary code on the affected system. Because this process handles VPN connectivity, the vulnerability exists at the network perimeter, potentially providing an entry point into the internal healthcare network.

Exposure and applicability

This vulnerability specifically affects WatchGuard Firebox devices utilizing IKEv2 in the following configurations:
* Mobile User VPN: When configured to use IKEv2.
* Branch Office VPN: When using IKEv2 and configured with a dynamic gateway peer.

For healthcare providers and business associates, these services are often used to facilitate secure remote access for clinicians or to connect disparate clinic locations. If these configurations are active and exposed to the internet, the device is susceptible to this vulnerability.

Remediation priorities

Our analysis suggests that security leaders should prioritize the following actions to reduce the risk of unauthorized network access:

  1. Immediate Mitigation Application: Apply the mitigations provided by the vendor for Fireware OS. This is the primary method to address the underlying memory corruption issue.
  2. Configuration Review: Identify all internet-facing Firebox instances and determine if IKEv2 is enabled for mobile users or dynamic branch office peers. If these features are not required for clinical operations, disabling them could reduce the attack surface.
  3. Post-Mitigation Compromise Assessment: Following the application of mitigations, administrators should inspect internet-accessible instances for signs of compromise. This is critical because patching a vulnerability does not remove an attacker who may have already gained access.

How to validate remediation

To verify that exposure has been reduced, IT and security teams can use the following methods:
* Version Verification: Confirm that the Fireware OS version currently running matches the vendor’s recommended mitigated version.
* Configuration Audit: Review the VPN settings to ensure that IKEv2 is either updated or disabled where it is not clinically necessary.
* Log Analysis: Examine system and security logs for anomalous activity originating from the iked process prior to and after the update.

Limits and open questions

While mitigations are available, there are remaining uncertainties. It is currently unknown if this vulnerability has been utilized in ransomware campaigns. Furthermore, while CISA has added this to the Known Exploited Vulnerabilities catalog, the specific timeline of exploitation remains unclear.

Organizations should note that applying a patch or mitigation reduces the likelihood of initial compromise but does not guarantee absolute prevention. Residual risk remains if other perimeter vulnerabilities exist or if credentials have already been compromised.
