Privilege Escalation Vulnerability in Hikvision Surveillance Products

Historical catalog analysis: CISA added this entry on March 05, 2026. The entry reflects catalog information retrieved on August 31, 2026, not a snapshot archived on the inclusion date. Check current vendor guidance before acting.

What the vulnerability is

CVE-2017-7921 is an improper authentication vulnerability (CWE-287) identified in multiple Hikvision products. This flaw could allow a malicious actor to escalate their privileges on the system, which may lead to unauthorized access to sensitive information.

Exposure and applicability

In healthcare environments, surveillance cameras are frequently deployed to monitor access to restricted areas containing electronic Protected Health Information (ePHI), pharmacy storage, and patient care units. Because these devices often serve as a primary layer of physical security, an authentication bypass or privilege escalation could allow an attacker to disable monitoring, view sensitive clinical areas, or gain a foothold in the network.

This vulnerability applies to multiple Hikvision products; however, healthcare organizations must verify specific model numbers and firmware versions against vendor documentation to determine if their current inventory is affected.

Remediation priorities

Based on our analysis of this vulnerability, we suggest the following prioritized actions for security leaders and clinical engineering teams:

  1. Inventory Audit: Identify all Hikvision devices deployed across the facility. This is a prerequisite for determining which units require updates or replacement.
  2. Vendor Mitigation Application: Apply firmware updates or mitigations as specified by Hikvision instructions for affected models. This is intended to prevent initial unauthorized privilege escalation.
  3. Network Segmentation: Ensure surveillance traffic is isolated from clinical networks containing ePHI. While this does not prevent the vulnerability itself, it could reduce the likelihood of lateral movement if a device is compromised.
  4. Decommissioning: If vendor mitigations are unavailable for older legacy hardware, we recommend discontinuing use of those specific products to eliminate the risk path.

How to validate remediation

To verify that exposure has been reduced, organizations should employ the following methods:
* Version Verification: Confirm that the installed firmware version matches or exceeds the version recommended by the vendor for CVE-2017-7921. Note that a version check alone does not guarantee total security but confirms the patch is present.
* Access Control Review: Validate that administrative access to camera interfaces is restricted to authorized personnel and requires strong authentication.
* Configuration Audit: For cloud-integrated services, review configurations against BOD 22-01 guidance where applicable to ensure secure connectivity.

Limits and open questions

Applying vendor mitigations could reduce the likelihood of exploitation but may not eliminate all residual risks associated with legacy hardware. It remains unknown whether this specific vulnerability has been utilized in ransomware campaigns. Furthermore, because the vulnerability affects “multiple products,” organizations must rely on detailed vendor lists rather than a general product category to ensure comprehensive coverage.
