Fortinet SSO Bypass Vulnerability in Healthcare Perimeter Security

Historical catalog analysis: CISA added this entry on December 16, 2025. The entry reflects catalog information retrieved on August 31, 2026, not a snapshot archived on the inclusion date. Check current vendor guidance before acting.

What the vulnerability is

CVE-2025-59718 (and the related CVE-2025-59719) describes an improper verification of cryptographic signatures (CWE-347). This flaw allows an unauthenticated attacker to bypass FortiCloud Single Sign-On (SSO) login authentication by utilizing a crafted SAML message. Because this vulnerability affects the authentication mechanism, it could allow unauthorized access to administrative or network interfaces depending on the deployment.

Exposure and applicability

This vulnerability applies to several Fortinet products frequently utilized in healthcare environments for perimeter defense and traffic management, including:
* FortiOS
* FortiWeb
* FortiProxy
* FortiSwitchMaster

For U.S. healthcare providers and business associates, this represents a significant risk to the confidentiality and integrity of electronic Protected Health Information (ePHI). If these appliances are used as gateways for remote access or administrative management of clinical networks, an authentication bypass could provide a path for unauthorized actors to enter the environment, potentially bypassing the access controls required by the HIPAA Security Rule.

Remediation priorities

Our analysis suggests that healthcare security leaders prioritize remediation based on the exposure of the affected appliances. CISA added this vulnerability to its Known Exploited Vulnerabilities catalog on December 16, 2025, indicating active exploitation in the wild.

Priority Actions:
1. Immediate Version Audit: Identify all deployed instances of FortiOS, FortiWeb, FortiProxy, and FortiSwitchMaster. This is a prerequisite for any remediation effort.
2. Patch Application: Apply the vendor-provided patches mentioned in the official advisory. Because CVE-2025-59718 and CVE-2025-59719 are linked to the same underlying issue, all relevant updates from the advisory should be applied concurrently.
3. SSO Configuration Review: Evaluate the necessity of FortiCloud SSO for all administrative accounts and consider restricting management access to trusted internal networks where possible.

How to validate remediation

To verify that exposure has been reduced, organizations should employ the following methods:
* Version Verification: Confirm that the running firmware version on each appliance matches or exceeds the patched versions specified in the vendor advisory. Note that a version check confirms the patch is installed but does not guarantee the absence of other configuration-based vulnerabilities.
* Configuration Audit: Review authentication logs for any anomalous SAML assertions or successful logins from unexpected sources that occurred prior to patching.

Limits and open questions

While patching addresses the specific cryptographic signature verification flaw, it does not eliminate risks associated with compromised SSO provider credentials or other vulnerabilities within the SAML chain. It remains unknown whether this vulnerability has been utilized in ransomware campaigns. Furthermore, while CISA established a remediation deadline of December 23, 2025, for federal agencies, private healthcare entities must determine their own urgency based on their specific risk profile and HIPAA compliance obligations.
