Authentication Bypass Risk in Fortinet Infrastructure via FortiCloud SSO

Historical catalog analysis: CISA added this entry on January 27, 2026. The entry reflects catalog information retrieved on August 31, 2026, not a snapshot archived on the inclusion date. Check current vendor guidance before acting.

What the vulnerability is

CVE-2026-24858 is an authentication bypass vulnerability (CWE-288) affecting multiple Fortinet products. The flaw allows an attacker who possesses a FortiCloud account and a registered device to log into other devices registered to different accounts. This access is possible specifically when FortiCloud Single Sign-On (SSO) authentication is enabled on the target devices.

Exposure and applicability

This vulnerability applies to organizations utilizing the following products with FortiCloud SSO enabled:
* FortiOS
* FortiManager
* FortiAnalyzer
* FortiProxy

For healthcare providers, these tools often serve as critical perimeter security or management layers. If an attacker gains unauthorized access to these devices, they could potentially reach internal segments hosting electronic Protected Health Information (ePHI) or disrupt the availability of clinical systems. It is important to note that this is not a general unauthenticated exploit; it requires the actor to have their own FortiCloud account and registered device.

Remediation priorities

Based on our analysis, healthcare security leaders should prioritize the following actions to reduce exposure:

  1. Configuration Audit: Identify all internet-accessible Fortinet devices and determine if FortiCloud SSO is enabled. This is the primary condition for exploitation.
  2. Vendor Mitigation Application: Apply the mitigations provided by Fortinet according to their official guidelines. If a final patch or mitigation is unavailable for a specific version, evaluate whether to discontinue use of the affected feature or product.
  3. Compromise Assessment: Review logs on all internet-facing affected products for signs of unauthorized access, as recommended by CISA and the vendor.

How to validate remediation

To verify that exposure has been reduced, network administrators should perform a configuration review to confirm that either:
* The device has been updated with the vendor’s provided mitigations,
* Or FortiCloud SSO has been disabled where it is not strictly required for operations.

Verification of these settings provides evidence that the specific entry path described in CVE-2026-24858 is closed. However, a configuration check alone does not guarantee the absence of other vulnerabilities or previous compromises.

Limits and open questions

At this time, it is unknown if this vulnerability has been utilized by ransomware campaigns. Additionally, while CISA has established a deadline for federal agencies, this date does not automatically apply to private healthcare entities, though the risk remains relevant. The effectiveness of mitigations may vary based on the specific product version and environment; therefore, administrators should rely on vendor-specific guidance for their exact deployment.
