Memory Overread Risk in Citrix NetScaler SAML IDP Configurations

Historical catalog analysis: CISA added this entry on March 30, 2026. The entry reflects catalog information retrieved on August 31, 2026, not a snapshot archived on the inclusion date. Check current vendor guidance before acting.

What the vulnerability is

CVE-2026-3055 is an out-of-bounds read vulnerability (CWE-125) affecting Citrix NetScaler ADC (formerly Citrix ADC), NetScaler Gateway (formerly Citrix Gateway), and NetScaler ADC FIPS and NDcPP. This flaw can lead to a memory overread, where the system reads data beyond the intended buffer boundary.

Exposure and applicability

This vulnerability is not present in all NetScaler installations. It specifically applies to environments where the product is configured as a SAML Identity Provider (SAML IDP).

For U.S. healthcare providers, these gateways are frequently used to facilitate secure remote access to electronic Protected Health Information (ePHI) and clinical applications. If a gateway is acting as the SAML IDP for clinician or administrative portals, it may be susceptible to this memory overread, which could potentially expose sensitive data residing in system memory.

Remediation priorities

Based on our analysis of the vulnerability’s nature and its placement at the network edge, we suggest the following priorities for healthcare security leaders:

  1. Configuration Audit: Immediately determine if NetScaler instances are configured as a SAML IDP. If they are not used in this capacity, the immediate risk associated with CVE-2026-3055 is reduced.
  2. Vendor Mitigation Application: For affected configurations, prioritize applying the mitigations provided by Citrix. Given that these devices often handle authentication for clinical staff, ensuring the integrity of the identity provider is critical for maintaining secure access controls.
  3. Review of Remote Access Architecture: Evaluate whether the SAML IDP role can be shifted to a more centralized or hardened identity management system to reduce the attack surface of edge gateways.

How to validate remediation

To verify that exposure has been reduced, organizations should employ the following methods:

  • Version and Configuration Verification: Confirm through administrative consoles that the installed firmware version includes the vendor’s fix and verify that SAML IDP settings are aligned with current security guidance.
  • Change Management Logs: Review deployment logs to ensure mitigations were applied consistently across all NetScaler appliances in the environment, including those used for disaster recovery or secondary sites.

Note: A version check alone does not guarantee total security, as it does not account for other configuration-based weaknesses.

Limits and open questions

It remains unknown whether this vulnerability has been utilized in active ransomware campaigns. Additionally, while CISA has established a deadline of 2026-04-02 for federal agencies, this date is not a legal requirement for private healthcare providers, though it serves as a benchmark for urgency.

Because the vulnerability involves memory overreads, the specific types of data that could be leaked from memory—and whether that includes session tokens or ePHI—depend on the active traffic and system state at the time of an exploit. There is residual risk if mitigations are applied but underlying architectural weaknesses in remote access persist.
